Proposition 56, the "Budget Accountability Act", would remove the Democratic legislature's excuse that the two-thirds requirement to pass a budget forces them to cut needed programs in order to get the Republican support needed to pass a budget.
Though some of the measure's sponsors may have unrealistic hopes that the Democrats will the pass a budget that helps the people of California once they only need 55% of the legislature (a margin which they currently comfortably hold) to do so. We suspect that they will find some other excuse to be "responsible" (to their corporate supporters), but maybe they'll pass a budget that meets the people's needs with the expectation that Governor Schwarzenegger will veto it.
We need to pass Proposition 56 to give them that opportunity.
